China plans to tighten export controls on open-weight models and 23 other key AI technologies.
China's Ministry of Commerce and Ministry of Science and Technology have released a draft list of prohibited and restricted export technologies, covering 23 key AI technologies including large models, agents, computing clusters, and data processing. Tools that can be independently written or modified to attack critical infrastructure with malicious intent face a comprehensive export ban. Large models are subject to controls when they meet training compute requirements of 10^26 FLOPs, possess 2 trillion parameters, or rank in the top 10 globally, but open-source releases and operation of overseas data centers owned by the entity can proceed via an automatic licensing fast-track.
