The proposal aims to achieve inter-satellite routing latency under 5ms and a switch success rate exceeding 99.9%, supporting single-satellite AI compute power over 30 POPS. It also promotes the digital operation and control system for mega-constellations to manage at least 3,000 satellites, facilitating seamless integration between ground and satellite networks.
